Interesting article in Gazette where UA math professor calculated COVID19 Seating at 13.6% capacity for 2 seats together (known individuals)
Wasn’t TUC specific but you can get the gist.

I didn't read the article but I think that is way too low. If you have two seats together and you leave three seats bare that's 40% capacity. Do opposite configuration for rows behind and in front and you always have 40% capacity in each row. I rounded down for odd set ups which gave me 33% capacity. That's why I think you can get at least 6,000 fans into the tuc if the whole arena was opened.

Assume a section of seats has 25 rows of 15 seats per row. That would seat 375 people at full capacity. With 2 filled seats with 3 empty seats then two more etc. that row accommodates 6 people. With the first row filled the next two vacant etc the 25 rows becomes 9 filled rows. 9X6=54. 54/375=14.4% capacity. The corners are oddly shaped so some adjustments would have to be made presumably downward. I don’t know the basketball capacity for the TUC but say 14000 that would allow 2016 people at 14.4 % capacity.
I wasn’t a math major but that would be my guess.
At that rate it doesn’t accommodate demand and wouldn’t be worth opening if expenses can’t be met.
Anything less that 50% capacity cant accommodate 7000 if you spread them out over the entire facility but 7000 over both levels and separated wouldn't have a great look or feel.

One of the great things of having a big arena is we should be able to space out 6K out of 15K.
Won’t be great for the people high up so they might rather watch on TV.
Still a long ways until November.

But you don't have to have entire empty rows since you only need 6 feet separation. That's where the math is flawed. If you have two people seated then directly in front you have two empty seats. But where you have three empty seats you can put three filled seats. You can get 33% filled with six feet of separation if they had the right system. Hire an mit grad to figure it out but anything less than 25% would be poor planning imo. We have an arena let's use it.,

Texas announced this weekend that pro stadiums will be allowed 50% occupancy startng now......who knows if that changes before the Cowboys and Texans start their season.

Although colleges are reporting widespread cases already, just a few weeks into returning to campus. Let's see how that plays out.

NY Times surveyed 511 epidemiologists on 20 life activities... only 35% personally would attend concert, play or sporting event in the next 12 months
Guess we’ll see if this reflects public view when football season opens up

Just another thought/perspective/monkey wrench, social distancing doesn’t necessarily apply (cannot possible apply) to families. So some fans (husbands, wives, children) would/should be allowed to sit next together then the next family/individual might need to be a certain distance away. JMO
If people are concerned about catching it, then they simply make the choice to stay home & watch on TV.

TU Center GM Bob Belber said he sent Siena a new proposal with lower expenses to play at the arena without fans. He said the state would still likely need to sign off on the arena hosting games (gathering of 50 or more) and expects there to be some kind of decision in early Oct.
