A source close to the Siena Pep Band told me they used to do a deal with Shaker High School, but that relationship cannot exist anymore due to NCAA regulations that a high school band member/student cannot attend NCAA tournament events, since they are considered prospective students.
It sounds ridiculous, but when a band travels with the team to a NCAA tournament event, the band gets a free hotel room and money to spend on food. That violates the NCAA rule that prospective students cannot receive benefits from the NCAA.
Therefore, Shaker was not interested in keeping the relationship with the Siena Pep Band.

When I joined in my freshmen year (2010), our band was about 45 strong, with many students from the Fran era still left. We still have about 30-35 members on a good night (ie- Weekend games), but it is tough to keep numbers up with a demanding practice/game schedule, especially when you are only allotted a handful of skips per season. No member of band, aside from the director, has seen a winning season, so it's tough to recruit when all we can tell them is, "Hopefully next year will be better!". My prediction is that as the basketball program expands, and we get a winning season under our belts, we will see an influx of students with musical talent come out of the woodwork to join. Hopefully a good promo video will help as well!
It's really an rewarding experience, and even in the PW era, I got to witness some incredible players and moments, the Midnight OT thriller at the 2012 MAAC tourney being my favorite.
As for the connection with Shaker High, the last director was also a music teacher at Shaker, so he was able to bring students from there. I'm not sure why it ended, but having some extra bodies, even just for the home games, would definitely help. Not to mention the fact that it would look pretty good on the students college applications.
Oh yeah, and here's another quick clip. It's like you are in the middle of the band
