In today's Washington Post:
Maryland junior forward Jon Graham, who transferred from Penn State in late August, was ruled immediately eligible after the NCAA approved his legislative relief waiver.

Leigislative relief is when there is no real waiver reason to allow somebody to play, but the person is from a BCS conference (especially one with a corrupt institution) and they want to grant the player a waiver anyway.

In today's Washington Post: Maryland junior forward Jon Graham, who transferred from Penn State in late August, was ruled immediately eligible after the NCAA approved his legislative relief waiver. Legislative relief? His father is a Maryland legend. Someone in the Maryland legislature went to bat for him. He's a glorified walk-on, there for good public relations. He isn't going to impact the team.

Bizarro Poole, aka Mike Poole of Iona, who left Rutgers following their scandal and coaching change, also received a legislative relief waiver.
Iona is really good at spotting and following up on NCAA loopholes.
